So, is it fair to say if you steering box is leaking, you need a rebuild,
but if it is not, you don't?

The 'proof' of the pudding (or, the liquor) is in the LEAKING, of the
power steering gearbox!
I doubt that many people have ever (paid for the) overhaul of a gearbox,
that wasn't  leaking.

The usual (not: easiset, or 'best')  way to discover that  you've got a
leakage is to hear/feel a "groanage" in the power steering, and then to
discover an empty P/S resevoir.

The "easiest & best" way is periodically to check
the fluid level,  in the P/S resevoir!
