John, the FIRST question to ask yourself, is : was your car undercoated,
or not, & IF not, are you prepared to produce a correct OEM over-sprayed
appearance ON the undercarriage?

In either instance, the undercarriage should be stripped/sand-blasted to
BARE  metal.

After the metal is rust-free, you can, very-easily,  apply zinc Phoshate
primer to the bare metal;  that (yellow-greenish) primer is used by the
U.S. Navy; think it'll work, on a 'pampered' collector-car? [ LOLOLOL] 

At that point, I painted the primer with gloss black paint, and then had
the "OEM" undercoating be re-applied.

I am no expert on the OEM appearance of non-undercoated 60 CHRY's
undercarriages, AND,  trunk-areas, but, I guarantee y'all, that they
didn't look like the brilliantly-painted works-of-art, that one
typically sees perpetrated, on "rotisserie-fixture"  paint jobs!!
