Ray Jones, and others talk about "voting" to change the state laws.
Well, CA, and a few others, have a voters'
"Initiative" process, where laws, and Bond Measures, can be drafted and
submitted for approval, without having the measures be vetted &
screwed-with, by the legislature.
Prop 13 became law, through the ballot Initiative process.
