They sent a photo of the plate and the asterisks are there all right.

Could it be that whoever copied the number couldn't read the first two and used the asterisks as a place marker indicating unknown numbers?

     I checked my copy of American Car ID Numbers 1950-59 and there is no discussion of asterisks.  Could it be Canadian?  If so, there would not be a discussion of asterisks in a book on American ID numbers.
