Got a reply from Neil Vedder and he thought it was to indicate that there were no other numbers and that it is a low number early production car which makes sense to me.
 
Other wise council appreciated though!!

     I checked my copy of American Car ID Numbers 1950-59 and there is no discussion of asterisks.  Could it be Canadian?  If so, there would not be a discussion of asterisks in a book on American ID numbers.
