Years ago when I installed the headliner of my 1956 Dodge, the instructions said that if any wrinkles are present after installation, spray the area with steam.  This, I believe is better than wetting the entire liner.  Just spray the area that has wrinkles.  It is easy to install the liner tightly as far back as the rear window.  From there it is more difficult, thus, the need for steam.
