odd... no abnormal sounds. like a swooshing sound or buzz-grind? you either have a failed pump -where its failing to create pressure/circulation, or the bypass [straight driving] check valve is stuck open in the box- so its just recirculating fluid... pinch the return line and see if its flowing fluid or not, you will feel it try to fight a kink in the return line if the pump is actually moving fluid- thats just a starting point. dont clamp the return off completely as if the pump is good, it will eject the hose from the box.
another quick check is remove the pressure line from the box, pop the belt off and hand turn the pump with the pressure line aimed into the pump reservoir- see if fluid is moving, then thumb off the line and turn by hand- you will feel it build pressre slightly as well....

I was going to mention that I tried the lock-to-lock thing, with no improvement.
