if its not a freshly installed pump, just put the filter on dry and prime it- the residual oil will be enough to prime. a fresh install- drip some heavy-weight oil into the output and input of the pump and give it a few turns before installation- with the oil filter parallel to earth, the amount of oil it will retain is negligible for priming.  vaseline in the pump is only effective when reassembling the pump- packing 1 orifice with it can ultimately slow the priming process- since air will have to move the clog...

on all my fresh builds- i hand operate the pump with some 40w oil before mounting- with an external priming- that is all that is needed.

One more question; 
 
Is it a practice to fill the oil filter up with as much oil as possible, also to fill the oil pump with petroleum jelly? 
 
Or is their a way to fill the pump up with oil prior to using the shaft setup for priming?
