Not all that strange in 1956. Power windows were pretty much found only on
the higher priced cars at the time and any power windows on a lowly Dodge
were a tad on the rare side. 

But since all the magic stuff to do them were in the corporate parts bins
why not spread them around and make a few extra dollars. It was easier to
get the buyer of the more popular, mid-size cars to pop for half a set than
it was to get them to buy a whole set; at least that was the logic behind
it. Overall I don't know how well it played out as I do not believe the
front only option lasted all that long. But some did go for the half sets as
your car and attest to.

Our 55 Chrysler convert has the same set up and has the double switch bezel.
Sure it will be the same one.  Seems really strange to have only front
windows powered.
