Your symptom is almost always the PS pump bypass spool stuck open. Just 
repaired Bob Kern's a few weeks back.
His would pump intermittently and finally stopped. The bypass spool is in a 
close tolerance bore. Likely less than .002"
It only takes a small speck of debris to lodge and lock the spool open. 
Your pump will need disassembled.

Flushing: My recommendation is to jack up front of car. Disconnect RETURN 
line to pump. Direct return line into a 5 gal bucket, (may need to get a 
longer length of hose). With a second helper have them start adding 
kerosene as you steer easy left to right you can watch the color of the 
kerosene go into the bucket. At first it will likely be brown then start to 
turn to a light yellow. Once a pale yellow, (couple of gallons) let it all 
pump out. Start adding ATF, ( 4 to 6 quarts).
When it looks like clear ATF returning to pail then let all that pump out. 
Connect return hose and fill with "Power Steering Fluid". Start and stop 
engine as needed during the fluid change overs.
You can run engine 1000 to 1500 rpm. Person filling needs to keep up with 
rate reservoir is pumping out. Fluid dose not
splash out of filler neck when engine is running, as long as you do not 
over fill. Just keep adding to see it at bottom of filler neck.
There is a risk that debris will make the bypass spool stick again.

Maybe someone has another way.
