I am well aware that the needle valve in the carb is above the level of gasoline in the bowl of the carb.  Pehaps I stated it inartfully.   Here is what I meant: If the gas in the bowl of the carb disappears due to leakage, evaporation, or the like, the float will also drop until it no longer causes the needle valve to pinch off the flow of gas.  In that instance, the gas remaining in the fuel lines, fuel filter etc (outside of the carb) will be able to drain back into the tank if the fuel pump permits any backflow.   Upon trying to start the car, these portions of the fuel system will need to be replenished, in addtion to  the carb.
