Your distributer should not be rotated that far over so that the tach drive is blocked by the radiator hose. It sounds like the gear that meshes with the cam is in the wrong place. To fix it, rotate the engine by hand to get the timing marks aligned at top dead center. The rotor should be pointing towards the passengers side of the engine and slightly forward. If it’s not in that general area, you will have to move the lower gear. Remove the distributer and see which way the slot in the gear is pointing. It should be parallel with the camshaft. To move it, get a long screw driver and rotate it counter clockwise to rotate it out of engagement with the cam. Depending on which way it is off, you may have to rotate it a half revolution to get it where you can engage it with the cam again. When it’s lined up, put the distributer back in, and you should be able to rotate it enough to clear the hose, and still set the timing right. When everything is lined up right, the vacuum advance shout be pointing to the drivers side of the engine, or slightly forward.

Good afternoon 300- ites,
 
My 6 way power seat quite moving and just clicks.
I tried another relay and drive unit, still clicks, Any ideas?
 
Any ideas on how to install a tach cable with the radiator hose in the way?
