First thing I would suspect - rather than the hydraulics - is dried out articulation points of the top frame. If they are tight the pump can have too much friction to overcome to put the top up quickly. One way to test this out would be to hit all the top frame hinge points with a squirt of WD-40 and see if that speeds up the top raising time.. The WD-40 will dry out in a very short time, but at least you will know if that is the source of the problem with very little effort.
