Probably an anodized finish which leaves a very thin hard coating, and seal it against oxygen .  . If you buff that off you have raw aluminum left , which quickly oxidizes to aluminum oxide .. a dull grey . Can buff and quickly Laquer or something or krylon , but not going to get there—  imho . JY Chouinard made new trim strips for F floor of aluminum, same problem, he knows somebody in Canada who can chrome aluminum . But a lot of $ . One might say it looks even better! 
Reanodizing to a shiny finish is a big deal due to meticulous surface prep . And chemicals , electric bath etc . Really an industrial process. Unlike copper  and chrome, This  coating covers up nothing , only atoms thick . 
If you solve this , let us know . I never did. If not concours you start thinking of powdercoat , change scheme in car ( black? )

As a do it my selfer, I like to clean and re-assemble 300 parts.

Now I'm stumped, I have the two aluminum panels off the top and back of the K console.

000 Steel wool is not working to remove scratches.

Can this be fine sanded , and re-polished for a uniform appearance?

Sending it out for prof. buffing may damage the panels.

How about buffing wheels and compound?

Any one been does this avenue prior?
