This is actually the motor getting full voltage and running at full speed.
The low speed position merly runs power through a heavy resistance and cuts the voltage back to make the fan motor run slow.
The Med position runs the power through less resistance to allow the motor to run faster.
The HI speed position skips the resistor and allows full voltage.
I've seen several problems with this circuit, so, your problem might even be in the switch itself.
