I would like to add, when I repaired my 65 Belvedere, after all the metal work was complete (except the top cowl piece) I used fiberglass and resin to completely line the cowl plenum and filled the drains (2) up to the top lip of the spill point with resin. That promoted real drainage and rust proofing. Then I brush painted the in sides with black Rust-O-Leum enamel.

Did you try finding a cowl patch at an old-timey junkyard? I guess Most of them are probably are rusty too though, unless in a dry desert area. (Terrible design by Chrysler Corporation!)

I remember years ago a guy in a local Mopar club here needed some item for his restoration and ended up having to buy a whole parts car to get that item, then selling the parts car or parting it out (can't recall which). The joys of restoring old Mopars versus easy parts gathering for F*rd and Che*y. :)
