Just to add a bit....the little rubber bumper (or wood block in your case) doesn't set the tension; it just prevents noise on the "rebound".  Tension is automatically increased as pump load/rpm increases.  It's supposed to be fairly loose at idle.

  In 1961 Chrysler introduced the "Automatic Load Reaction Belt Tensioner".
  Basically it was a little rubber bumper that fit in a rectangular hole in
  one of the brackets that kept them apart.  The little bumper generally dried
  out and departed sometime in the 80's, leaving the two brackets clacking
  together.  The wood is a make-shift bumper.

  Bonus points if you guessed that this little bumper is the same as the
  clutch pedal up-stop bumper on '62-'65 B-Bodies.
