Take it back to the knucklehead that stole your money claiming they did an
alignment and have them do it correctly.  The first thing your supposed to
do is align the steering wheel to center, then wedge it in place with the
tool made for the task,  (O, I am assuming they are a knowledgeable shop,
there probably wondering what this thing does??) then align the toe in or
out as nessary.  Steering wheels only go on One Way, and again the idiot
that tells you any different from a so called alignment shop is well on his
way to screwing up your wheel & steering shaft.  Kind of like lipstick on a
pig, they pull the wheel off and hammer it back on out of alignment
destroying the splines.  Then one of these days when you need to repair you
turn signals and cant get your wheel off that little light will light up in
your head, then you have a real mess.  Best thing to do is never go back to
them again and find a reputable shop that will do a quality alignment. 
Sorry for the flowered up version I can really tell you how I feel some
other time.

65 Belvedere, 1/2 horn ring. How do you remove the steering wheel?
 
I see no obvious way to remove the centercap to access the ring bolts.
 
The steering wheel is 1/3 of a turn off. very annoying. Tomorrow I'm going
to check if the steering box is correct (same turns L and R)...if so. I need
to pop off the wheel and set it straight. Alignment seems spot on......
