The torque converters on cast crank 340's did have a balance weight. 
Upon further research, it appears that there were no factory stick 340 cast crank cars. They used a forged crankshaft in that application. Automatic cars got the cast crank. 
To convert a neutral flywheel for cast crank use, you have to drill a series of holes taking out 4.22oz for a 340, 12.9 for a 383/400/440 and 19.79 for a 360. 440 6bbl cars with the 'heavy' rods used 6.5oz(only in 1970-72). The Mopar Performance Engines book has the layout and sizes for the holes.

I believe the cast crank 340 were only "eccentric balanced" on the front of 
the crank (balancer)....the torque converters and flywheels were neutral 
like the steel crank 340s and all 318s. Yes, 360s were counterbalanced at 
both ends.
