I would have purchased a complete cowl panel from you if I hadn't already rebuilt mine. I like your idea and believe there is a market for these. BTW I had to weld in my old wiper recess to make the inner and outer wiper pivot holes align. Just tacked the old one on the new repair patch panel and cut through both layers of metal with my cut-off wheel on the grinder. I did cut out the wiper recess in the new patch panel before tacking the old one in place after aligning the holes. Shouldn't have to modify new parts but had no option. Good luck!
