Check the dog dish caps on the September MOPAR of the Month. Those are NOS caps for the'63.

Yes it looks like one of the horn rings Plymouth used in 1964.

Yes, It is off of a 64 Plymouth. Probably Belvedere, as it does not have
the single or double horn rings.
