well this is an interesting question esp. since we had very interesting designers at this time - I never gave much thought to this - but I do know that
in times of war the presidential seal the eagle's head is turned toward the arrows and times of peace towards the olive branch - the white house has 2 sets of rugs for the oval room............. Is it possible that the eagles head was turned at various times on our Imperials? Depending on the political climate?
how cool would that be !
