Political climate?  No. As far as war goes, there was not much going on in
the world around 1959 or 1990, at least in comparison to the 1960's.  The
design of parts takes place a year or more before a car goes into
production.

The changing to one side over the other was probably a stylist's decision.
After all, in the case of the 1990-93 Imperials, the Imperial had not used
an eagle since 1975, so there was nothing in recent memory for the stylists,
who probably weren't around in 1975 for the most part, to use as a
reference.
