I believe that your limiter is in the Temperature gauge. No matter, it is stuck now, causing the Oil Pressure gauge to peg. If the Fuel and Temperature gauges are not reading, it is probably too late to save them as they would be fried.
 
My advice is to purchase a complete working cluster, and immediately by- pass the original limiter with the new external unit described here previously. The factory built in limiter is subject to failure and will fail again. I have been through this on two 1960 Imperials, a 1962 Imperial, and a 1963 Imperial. All of these cars are made the same way with the failure prone limiter. Incorporating the external one is simple and very effective. So far I have never had one of the new limiters fail. The longest running one is in my 1962 installed in 1979. I literally have boxes of ruined clusters for these cars damaged before I learned to obtain the new style limiter and correct the problem.
