I
think you are describing "wrinkle" paint, as used on the small block valve
covers on the Commando/Charger engines through 67. I bought from Eastwood,
and had good success, and then from a local auto store, and had good
success. The brand I got locally was SEM. The trick I found was
heat. Hot sun, or even a barbeque grill with some residual
heat. Cold, the paint won't wrinkle.
