As to the fun ABS on the 90-93 IMPS The cars had two types of systems. 1 is Bendix, 2nd is Boush. Only the Bendix is under the life time recall. And as Anthony has said only 2 parts are still covered this is the ABS Piston & Pump/Motor Assy. and 2nd Anti-lock Brake System High Pressure Hose. 
David from what you have said it sounds like the ABS Piston & Pump/Motor Assy is leaking. The Bendix system dose not have a master cylinder like a vacuum brake system. It only has an accumulator and the Piston & Pump/Motor Assy to make high pressure for the brakes. This is why you can hear the pumps run most every time you step on the brakes. Brad Hogg has converted his 90 IMP over to Vacuum Brakes by using parts from a lesser car IE Dodge Dynasty, so it can be done. 
John as to your system, if some one has played with the wiring all bets are off. But as you live up north I have seen that some of the wheel sensors will get dirty and crud built up in them. It can be cleaned and restore ABS use. Just remove the wheels and clean out all the dust crud and so on from the rotors and stuff. give a good look over all the wiring and plugs to see if they are corroded.  I can say that the ABS brakes even when working never feel as if they will stop the car, they are always very soft. I have on more than one occasion about put my noise to the windshield on my 75 IMP LeBaron when jumping in and thinking I need to push the pedal as I do in the 90. The 75's 4 wheel disks will stop you fast and will lock up all 4 wheels easily.
This is my take on the systems and you guys will find as with most things on the 90-93 IMPs the Dealer and most shops have no clue as to the cars. The cars have a lot of cutting edge components. I mean look, a 16 year old car that has 4 separate control computers in them.
