When I first registered my Valiant (in California), the DMV lady started to hand me new plates. I told her I wanted to keep the old black plates and was allowed to. The Valiant has been in California its whole life, but it would have had new plates if I hadn't been insistent about it. I'm not sure what's supposed to happen, but that was my experience.
 
I would still ask about it, as Dick suggested. The more information, the better.

It is a nice looking car ? if anyone gets serious about it, I?d ask about why it has been recently re-plated ?those license plates are of very recent issue.   If it had been in CA all its life, it should still have the black plates with gold letters. This car may have some history that isn?t known to the current owner, especially if he has just recently acquired it.  The 7 negative feedback hits is a bit worrisome too.
