Also assuming the primary & secondary shoes are in the correct orientation. I learned this on a 63.I had one side reversed & the brakes pulled hard to one side.

Assuming everything elses has been checked or is new, possibly the emergency brake isn't adjusted properly. If the rears are dragging, applying the service brakes could lock them up rather quickly.

Also, flushing the lines will not necessarily get all the crude out, so I would not rule this out yet. Seeming fine and being fine are two completely different things. There could be junk in the "T" orifices that go to the front brakes. Another obvious cause for this would be kinked/blocked lines and/or malfunctioing wheel cylinders.
