Until the experts do answer, I’ll at least agree with you that $4500 seems high.  I think with patience you will find a car in better condition.  The interior will get expensive, and you can probably find a 67 or 68 with very decent interior.  Keep looking, unless it’s the one that you “have to have.”  In that case, buy it, and don’t look back.

 

The link below is one that sounds similar, for $2500.  I’d be tempted if I had more money and less projects.
