Ron,

If you have some of these screws that are seriously over-tight
and or rusted in place, the best answer I have found is an
impact driver which is a tool with high-grade screwdriver bits,
which is made to be struck with a hammer.  As it is struck, it
exerts a twisting motion to loosen (or tighten).
