I had the exact same problem (starting fluid and all) with a '67 Newport. It
turned out to be a 2-fold problem: The carb had a mechanical choke that
would hang up occassionally. the other problem was a slight vacuum leak in
the intake manifold gasket. I used the composite gaskets along with the
steel valley pan and replaced the original choke with a simple after market
cable type. after doing a quick timing check it started just fine.
