I have always drilled the rivet out from the bottom.  sometimes able to
reuse it but not as secure as original. Use small carriage type bolt to
replace it otherwise.

Sandblast!!    Be careful that may leave a lot of distortions in your
wonderful sheetmetal.   Bead (plastic media) blasting seems to be much safer
and have had it done to two cars so far.
