Suppose he'd report you if you win but don't make an offer?  Technically,
that would be breaking the deal.

Wonder how he'd report you not paying for nothing if there's a non-paying
bidder???

"Yeah, eBay, this guy didn't pay me for my auction....it was an auction for
the right to make an offer to me on a car.   Aside from there being no
value, there is also no physical item he won, so I need compensation for the
item that isn't worth anything."

Wonder how that conversation would go...
