Neil,

   I would be looking at the accelerator pump. With the choke wide open, look in the carburetor throat and push the throttle open at a moderate speed. You should see raw gas squirt in at  a steady stream. If it doesn't or if there is a delay before it squirts, then it's the pump. BTW, do this right after running the engine, so the carburetor bow is full.
