Seems to me that bumper bolts are easy enough to come by that I'd just cut it off and eliminate teh hassle. (or is there a special,rare concours-correct bumper bolt for FL cars? :-) The REAL problem is "why is it spinning?" if the square hole in the bumper has worn out, you might have trouble when re-attaching the bumper. If the bolt's square shaft has worn/rounded, well, then I propose it was time to replace that bolt anyways.
