The carriage bolts are easily replaced (hardware store, Home Depot, etc).
Soak the nut with penetrating oil, grab the circular head with a serious
pair of vice grips or slice the edges off with a cutoff wheel and then grab
with vice grips. Put socket and driver back on nut and turn as you hold the
vice grips.
