The carriage bolt will have to be replaced since it is not holding enough to take the nut off so just center punch the center of the chrome head of it and drill the head off of it. You will probably have to hold it with a wrench on the nut to keep it from turning with the drill. If the bolt and nut assembly can not be removed from the nut side you might have to use a pair of vice grips on the bolt once the bumper is out of the way and remove the nut.

Hi all,

There are two bolts that hold the front bumper onto my car. Both have rounded chrome heads, pass through the bumper and bracket, and are fastened with a nut. One nut came off fine. In the other case, the bolt spins. Since it has a rounded chrome head, there's nothing to grab on to so I can keep it still. I tried wedging a screwdriver between the washers to create some pressure, but that didn't help. I hate to cut it off. Any suggestions before I take such desperate measures?
