Here's some additional info:

These are standard steel lines. The four-way connector was swapped with
another one to verify that it's not the problem. The double flare made with
the new tool is perfect. The connection is tight and not leaking by the
threads. It's leaking thru the top.

IF you are leaking at the top of the nut between the nut and line then you are NOT sealing the
flared tube to the block. ( been there done that )
either the nut is wrong ( not fully enguaging the seat ), or the tube has a problem,
or the flare is warped!!
