Since Don specifically asked about pre-2000 manufactured tires and I spaced over it, here's a bad explanation that I hope makes sense.
 
There should be a three digit code for tires manufactured before 2000. 178, for example, would be the 17th week of the 8th year of the decade, or 1988. 
 
If you happen to have a tire manufactured in the 1990s, there is a little triangle shaped symbol after the DOT code. So 178 (triangle) would be the 17th week in the year 1998.
 
I haven't seen any information regarding tires made before 1980.
 
Weird, I know.
