A while back I was having ignition problems and I needed to determine when the #1 piston on my 300F was at tdc.  I had my neighbor, who is a machinist, take a spark plug, remove the porcelain, innards and that small piece of metal you bend to adjust the gap. After boring out the center, he threaded the inside to take a short piece of threaded rod.  Next he rounded off the one end of the threaded rod and cut a grove in the other end for a screwdriver.  I wrapped a portion of the threaded rod with tape to provide some resistance and now I have the perfect piston stop.  Didn't cost me a dime!

it is very hard to judge by eye to the accuracy you need if doing this for ignition - on a hemi I found that I think it was a 3/8 or 1/2 socket extension just fits plug hole  ( be sure spotless ) and you can puta dial indicator on top of it . rough position it by eye then you see dial indicator come up and then reverse . Do it from both directions if at all different by a degree go in middle . 
related , to be sure on power stroke — you can feel difference in air pressure , or if un disturbed — look at rotor . When on #1 tdc , slot for distributor is parallel to block , on either of the two TDC —  if cam  gear in right — but distributor can also go to slot two ways  . Combination of all this can confuse . 
So slot straight , power stroke TDC , rotor at #1 
On wedge the piston stop method probably best , that tool is cheap stuff .

With the distributor cap off, the rotor will tell you if it is near #1.
Bring the crank slowly up to #  1 marked  on the pulley, stick the straw into the plug hole, and  SLOWLY bring  the crank around watching the straw. It will push up out of the hole and when you pass the TDC, it  will start going down.
 
This is about as accurate as you can get as you are watching the piston travel.
