Vacuum readings will differ engine to engine and depend upon many variables. That is why mechanics implore us to use a vacuum gauge in diagnosis, it can tell us a lot about its condition. In a more perfect world with all our engines in new condition your method could work. On 61+ year old engines in various states of tune, degrees of wear and modification from as originally built, use a timing light. As John says, the distributor must be in good shape, check the weights and springs but also for shaft play. It is useless to time an engine with a worn out distributor.

Another way to set timing is to attach a vacuum gauge to the intake. Warm car up, then adjust timing until gauge reads 18" Hg at curb idle. Then take it for a drive. If it's still pinging, retard a bit and try again.
