thanks all for your thoughts.
i didnt think that the fenders had anything between them i have seen some type of felt be on the metal dash when i took mine off on the 63 dodge polara and then i got to thinking .. i might be missing some -some where else. .seems to me  at a car show i had seen were (putty) or what ever you want to call it(it was between the fender and fender well thats what i was wondering maybe i lost that peice of information that some times gets struck in my brain and it won't let loose of the information.(tape in the brain going bad i guess)
