The passenger side exterior mirror was optional.  You may be able to find an NOS or good used one on eBay or from some of the vendors listed on our club's website at http://www.imperialclub.com/Part/Yards/index.htm
Also, there is a "lock/unlock" ring around the center
Chrysler emblem on the steering wheel. What does it
do?
You have the tilt and telescopic steering column.  The "lock/unlock" ring allows you to activate the telescopic feature.  Turn the ring in the unlock direction, and you will be able to adjust the steering wheel toward or away from the driver (but be sure, of course, to lock it again!).
