I'd like to second what Kenyon just said, and add a bit of my own
experience. I've been very actively selling hundreds of my spare Packard
parts on eBay lately and a significant portion of my sales have been to
offshore folks.   I've been using Priority Mail International, a service of
the USPS, very successfully.   

Canada (and Mexico) are special cases for the USPS - they have a special
deal worked out which cuts the cost significantly (if the part is less than
70 pounds, I think).   Most items are a flat $22.80.

The other tip is to mark the item value on the package as very low - because
that changes the duty due at the border crossing.  I always mark the package
as "used auto part" and "value under $10" - this helps the buyer a lot!  I
also ask the buyer what service he would prefer that I use - some are really
hard to deal with at the other end (UPS in particular, in Canada, I'm told).

Most foreign buyers know of services whereby parts can be shipped to a US
destination and shipped in bulk to a foreign port - I sell a lot of stuff to
Northern Europe, and there is a person from Sweden who comes over here and
picks up the stuff, once every 2 or 3 months, and takes care of shipping it
(this is for large items like parts cars, engines, body parts etc.)  I've
also used a similar service for down under shipments.
