Yes it is very possible to have drums that are out of ballence.
Once followed a vehicle and one side of the rear axle was "bouncing"
real good, enough that the other side was reacting a little.

When we got the vehicle home and checked it out it had a missing chunk
around the outer lip missing, replace drum, Loads Better!
