In addition to What David has stated, while the neutral safety switch is working, it sounds like the VACUUM switch is NOT doing what it is supposed to:  While the engine is running, vacuum is supposed to be keeping that circuit open so that the starter won't engage.

Also, I would suspect that if you disconnect the "Start" wire from the solenoid (the trigger wire) then the starter will stop:  if the solenoid was bad (Stuck) then the starter would always be engaged, no matter what you do with the key or the transmission buttons (the neutral safety and vacuum switches only affect the low-amp trigger wire.)

Neil,

The neutral safety switch is doing exactly what it is supposed to do,
prevent the starter from running except when in neutral.

My guess is the ignition key is stuck in the "start" position (happened to
me once on another brand car). When the transmission is in "Neutral", then
the neutral safety switch grounds and completes the circuit to activate the
solenoid on the fender. Other possibilities: a. A wiring harness short
activating the "start" wire from the ignition switch to the solenoid. B. An
internal short in the solenoid. C. An internal short inside the ignition
switch.

I would start trouble shooting by wiggling the ignition key to see if the
starter stops. Next, disconnect the "start" wire at the solenoid (be careful
not to ground it out!). If the starter still runs when in neutral, it is the
solenoid. If the wire still has 12 volts in it, the problem is in the wiring
or ignition switch.

A question has arisen, as to how to fix a situation where  pushing the N
(eutral) button will engage the starter, while the engine is
running--not a fun experience--is it just a matter of  replacing the
neutral starter switch, or something else?
