I don't know.  Law here is the car must have plates on it - doesn't even
have to be inspected.  So I put plates on and the codes people are

 As for the lawyer bit, he may not have one now but how fast could he go get
one?   Especially if he happens to have one as a customer or the like - that
law is kind of outdated and unenforceable, too.

The insurance fraud is another thing.  It's not a monster deal since he's no
intention of a claim, but I might try telling them I need to keep plates on
them to keep them and see if they'll let me insure even a bare chassis -
